This toner is hydrating but non-sticky. Glides onto face very smoothly. Layers well beneath other skin care products. I think it has helped with brightening my face but it's hard to tell because I'm using the toner in conjunction with vitamin C serum, niacinamide and propolis essence and cream. Highly recommended.
