Ranging from my immensely fair skin, (Kat Von D Light 42 & Make Up For Ever Ultra HD Y205,) to those within the NW10/NW13 range, the lightest shade, #1 Fair, should compliment numerous complexions. Upon my neutral skin tone, namely, when swatched onto my hand, the product exhibits a neutral-pink under tone - however, when applied to the face, such diminishes completely. Additionally, the foundation's texture is quite thin, as well as emollient; the coverage being a sheer-medium level, which one could layer to conceal any blemishes. (I have yet to thoroughly evaluate its abilities of withstanding my oily complexion, and the surrounding humidity, however...)
Overall, due to its somewhat sheer coverage, the color should compliment fair, to ultra fair complexions - favorably, drier skins, because of its emollience. (I greatly recommend the product! :) )
