In my opinion, this toner is not intended to be soaked with the cotton puffs. It has thick milky texture as products with high content of collagen/proteins in it. So you should pour it out into your palm and apply directly as it is to your skin. I like this toner very much especially for the softening and hydrating effects (mixed skin). And the volume 300 ml is big enough to be worth this price.
