I have been using it for a few times so I can't tell for sure, but it has not broke me out. The packaging is really nice too. Also, I'm not sure why, but when I first opened the box there were some kind of bubbles or foam in the bottle of toner, but they are gone now.

Really soothing, but I would definitely a moisturizer with it as it isn't hydrating enough for me. 

I got it on sale. It's a 300ml bottle so I think it's really affordable.
