Wouldn't really call it a toner - more like an essence since it is super thick and you wouldn't need to use cotton pads.
Be aware that hyaluronic acid can dry your skin out if not used properly (e.g. in dry environment as in office, if you won't put any moisture locking products on top of it, etc). Overall it's an amazing choice for a moisturizing product.
