this toner is quite gentle to the skin and didn't cause any new breakouts on my sensitive skin. it's not too drying either and i have dry skin. i didn't notice a lot of improvement on my hyper pigmentation and acne scars, though. i don't regret buying it as it is unscented and leaves my skin nice and soft, but probably won't repurchase.
